Taxes and regulatory fees can raise the price of sugary drinks relative to healthier options, and can further benefit the community when the tax revenue is earmarked for obesity prevention, oral health, and other public health initiatives. 

Unfortunately, in many states, local governments do not have the authority to impose excise taxes so the only viable option is a statewide tax.
