Sustainable change requires durable resources. This session focuses on how cities can align opioid settlement funds with their broader wellbeing and systems-change goals to maximize long-term impact. This session represents a critical turning point, where cities move from planning and analysis to making real investment decisions.
Christine Camilleri, senior planner at ChangeLab Solutions will be joining Brandon Boccher, program specialist for health & wellbeing at the National League of Cities; Aneri Pattani, senior correspondent at KFF Health News; and Sara Whaley, executive director of overdose response at the City of Baltimore. Together, they will explore how to assess local needs, prioritize evidence-based strategies, and make investment decisions that support long-term impact, strengthen behavioral health systems, and advance equity.
The session will cover allowable uses, common pitfalls, and examples of cities investing in prevention, treatment, and systemic improvements rather than short-term fixes. Drawing on real-world examples, the speakers will highlight how cities are building local capacity and investing in durable systems change.
