Senior Attorney

Position Summary

Are you interested in using law and policy to promote health equity? Do you have experience in conducting legal research, drafting legislation, and supporting advocates and government officials who are interested in creating policy change? ChangeLab Solutions seeks to fill at least two openings for Senior Attorney. We are particularly interested in candidates with experience in one or more of the following areas: public health law, constitutional law, civil rights law, municipal law, and litigation. Senior Attorneys conduct legal research and analysis as part of collaborative interdisciplinary project teams; produce high-quality written products; develop customized, interactive trainings; and provide technical assistance to government agencies, community-based organizations, policymakers, and public officials across the nation. Senior Attorneys report to a Managing Director or a Vice President.

Key Responsibilities

Research, Analysis, and Writing

With guidance from program team leadership, project managers, and their supervisor, the Senior Attorney leads the creation of innovative tools and resources that meet the needs of our clients and partners.

  • Research and analyze federal, state, and local policies
  • Draft legal memoranda
  • Prepare resources such as fact sheets, checklists, policy guides, toolkits, and model policies, consulting with the Communications team on editorial style and design
  • Draft model legislation for state and local public agencies
  • Write scholarly articles, op-eds, blog posts, and other materials
  • Collect, analyze, and synthesize materials from a variety of primary and secondary research sources — including statutes, regulations, ordinances, case law, interviews, focus groups, reports, economic analyses, policy documents, and academic literature — to formulate policy and legal interventions

Technical Assistance and Training

With guidance from program team leadership, project managers, and their supervisor, the Senior Attorney takes a leadership role in providing technical assistance on policy and legal matters.

  • Provide accurate and tailored guidance to policymakers, advocates, public agency staff, and community groups
  • Develop and deliver engaging, interactive trainings and presentations at workshops, conferences, and webinars

Relationship Management

With guidance from program team leadership, project managers, and their supervisor as needed, the Senior Attorney contributes to the development of successful internal and external relationships.

  • Contribute to internal and external dialogue that advances our innovative approach to policy change
  • Actively collaborate within and across interdisciplinary teams, including project teams, committees, and other efforts to support internal processes or goals and promote effective organizational culture


With support from their supervisor as needed, the Senior Attorney may provide supervision, mentorship, and guidance to others.

  • Supervise staff member(s), offering guidance and coaching and helping to ensure that they are set up for success
  • Mentor and direct other program team members, as appropriate, within ChangeLab Solutions’ highly collaborative workplace and on multiple multidisciplinary teams

Required Education, Experience, and Skills

  • At least 4 years of relevant legal experience (e.g., public agency, city attorney, county counsel, office of legislative counsel, nonprofit legal organization, law firm)
  • JD; must be a member of a state bar and licensed to practice law in the United States
  • Experience in engaging with diverse communities, such as rural communities, communities of color, or communities where people have low income
  • Experience in conducting legal research, analysis, and writing, including analyzing legislation
  • Ability to translate complex public policy and legal issues into accessible and understandable concepts for a lay audience
  • Strong attention to detail in written and oral communication
  • Strong computer skills, including Microsoft Word and email, and the capacity to learn and master new systems

Preferred Experience and Skills

  • Experience in the practice of public health law, civil rights law, municipal law, and/or constitutional law
  • Experience in tobacco or drug law or policy
  • Experience in drafting legislation
  • Litigation experience

Physical Requirements

  • Ability to communicate via phone, email, and video conference
  • Ability to work at a computer for extended periods of time
  • Ability to travel, including out-of-state travel
  • For a remote worker, ability to travel to the San Francisco Bay Area two to four times per year
  • Ability to lift and carry 10 pounds and manage luggage during travel

This position is open to applicants throughout the United States and can be performed remotely; periodic travel to our Oakland office for meetings and in-person engagement will be expected. During the COVID-19 pandemic, ChangeLab Solutions staff have been working remotely from their homes, with the option for some in-office work depending on safety considerations and state and local guidelines. We are currently transitioning to a virtual-first hybrid workplace that supports options for in-person and remote work. Applicants should be comfortable with working from home and with virtual connection programs and practices.

Compensation, Benefits, and Perks

  • Full-time, exempt position; starting salary range of $80,000 to $90,000 per year
