Who will enforce a local tobacco retailer licensing law?

That decision is left up to your community. The model law allows you to designate the intended enforcement agency. More than one agency may be involved. For example, one agency may issue the license, such as the city manager or the agency that issues general business licenses, while another agency may monitor compliance, such as the environmental health or police department.
