Understanding Preemption Webinar

After recent efforts by the soda industry to block local policies through state-level preemption, it’s time we get up to speed on what preemption might mean for the tobacco control movement.

To address the issue, ChangeLab Solutions and the American Lung Association in California Center for Tobacco Policy and Organizing co-hosted Understanding Preemption: What It Is, How It Works, and How to Respond. We created this webinar for people new to tobacco control, seasoned tobacco control practitioners, or individuals interested in learning more about preemption and how communities can respond if threatened with preemption.

The presentation

• Equips participants with a basic understanding of the legal concept of preemption;
• Discusses the arguments in favor of preemption as well as the potential problems that stem from preemption; and
• Explains how tobacco control staff can anticipate, identify, and respond if threatened with preemption.
