Leadership Changes on Our Board

Welcome, new chairs, and thank you, outgoing members!

ChangeLab Solutions is pleased to welcome Lindsay F. Wiley as board chair and Lydia A. Isaac as vice chair, and we extend our deep appreciation to outgoing board chair Dr. Oxiris Barbot and vice chair Audrey Tayse Haynes, both of whom will remain on our board in different roles.

These leadership shifts come as three of our valued board members are leaving the board. We are grateful for their rich contributions over the years and are excited about new opportunities for them.

Lindsay F. Wiley, JD, MPH, is professor of law and faculty director of the Health Law and Policy Program at UCLA School of Law. Her research focuses on access to health care and healthy living conditions in the United States and globally. Wiley is the US rapporteur for Lex-Atlas: Covid-19, a global project comparing legal responses to COVID-19. She has held positions at American University Washington College of Law; the O'Neill Institute for National and Global Health Law at Georgetown University; and the Center for Law and the Public's Health at Johns Hopkins Bloomberg School of Public Health. She is founder and co-chair of the Health Justice: Engaging Critical Perspectives Initiative and a former president and member of the board of directors of the American Society of Law, Medicine and Ethics.

Lydia A. Isaac, PhD, MS, is vice president for health equity and policy at the National Urban League and also holds a faculty appointment in the Department of Health Policy and Management at Johns Hopkins Bloomberg School of Public Health. Previously, she was associate research professor and executive director of the Health Policy Research Scholars program at George Washington University. She also served as director of policy and health systems analysis in the Office of Policy, Planning and Strategic Data in the First Deputy Commissioner’s office at the New York City Department of Health and Mental Hygiene. Throughout her career, Dr. Isaac has worked in local and state government as well as in academia, where she has taught classes on community health assessment and social disparities in health.

We are looking forward to the unique insights that Lindsay and Lydia will bring to ChangeLab Solutions’ team in their new roles.


Farewell & Thank You!


ChangeLab Solutions bids farewell to three outgoing board members: Rayid Ghani, Nicolas Terry, and Meryl Chertoff.

Rayid Ghani, a distinguished career professor in the Machine Learning Department and the Heinz College of Information Systems and Public Policy at Carnegie Mellon University, served three full terms on the board. As treasurer, Ghani recently provided leadership and partnered with staff on a board reserves policy, helping to secure ChangeLab's long-term sustainability and enhance the board's governance of our funds.

Nicolas Terry is the Hall Render Professor of Law at Indiana University Robert H. McKinney School of Law, where he serves as executive director of the Hall Center for Law and Health. In his one term on our board, he has served on the governance and nominating committee and the organizational growth committee and has been an exceptional thought partner to our executive leadership team.

Meryl Chertoff, executive director of the Georgetown Project on State and Local Government Policy and Law (SALPAL) and an adjunct professor of law at Georgetown Law, served one term and stepped off the board in July of this year. She made contributions on the governance and nominating committee, the audit committee, and the retreat task force, and she has been an important partner in our work related to preemption.

ChangeLab Solutions is deeply grateful to our entire board of directors for their service. Our board members offer diverse experience and perspectives in areas of expertise such as health care and public health, law and policy, and data and analytics. We are grateful for their dynamic guidance, and we look forward to working with our incoming board leadership in 2024.
